The world map of the server is rendered at 4:00 AM and 4:00 PM EST. Sometimes there will be inconsistencies in the map view between zoom levels etc. If so, try refreshing your browser manually and see if that fixes it. Usually the problems wind up going away eventually.

The rules on this server are similar to those on our core Team Fortress 2 servers, specifically, all of them are rules that follow from Rule 1 - "Don't be a dick."
